The article examines the problems of the public and government components of the anti-corruption policies. The author draws attention to the fact that the results of the various constitutional and legal means to struggle the corruption depend on the peculiar conditions and the situation at the so called “corruption market” in the country. However, the effectiveness of measures to prevent and suppress corruption is predetermined by institutional forms of the state mechanisms of selection and recruitment of persons for positions in the executive bodies. In the United Kingdom the mechanisms of selection of candidates for senior public position are characterized by transparency and based on meritocratic principles. Therefore, the British experience and patterns of selecting and appointing personnel for positions in executive authorities are of particular importance for Russia. Since the main goal of this article is finding the balance between the state and civic components of the constitutional means of ensuring transparency and accountability among Russian political elite, the author draws attention to the ambiguity of formal and actual state of public and civic control in Russia: on the one hand, the most “successful” of these bodies and organisations depend on governmental support and protection, while, on the other hand, the activities of those, which are not under patronage and good grace of authorities, are markedly hampered and even obstructed. It turns out that the autonomous public institutions and organisations fighting against corruption are in fact are deprived of the real independence and capacities to act, whereas the mechanisms of internal government control operate selectively and inefficiently.
