Alexander Blankenagel
(Co-Chairman)

Professor of Public Law, Russian Law and Comparative Law at Humboldt University, Berlin, Germany. He collaborated with expert groups that advised the governments of Eastern European countries (including Russia). His research interests cover German public law, comparative constitutional and comparative administrative law, as well as issues of the constitutional development of the states of Eastern Europe and the Russian Federation.

Andrey Medushevsky
(Co-Chairman)

Doctor of Sciences in Philosophy, Professor, Member of the Russian Academy of Natural Sciences. Since 2009, he has been a full professor at the National Research University Higher School of Economics (Faculty of Social Sciences, Department of Political Sciences). He teaches philosophy of law, comparative constitutional law, and political science.   Author of more than 20 books and 500 scientific articles in Russian and foreign scientific journals. Research interests: philosophy of law, ethics, ideologies, comparative constitutionalism, political institutions, Russian political process.

Alexey Avtonomov

Doctor of Sciences in Law, Lawyer, Professor, Vice-Rector of the Griboyedov Institute for International Law and Economics. He is editor-in-chief of the journals Juvenile Justice and Legal Issues of Real Estate; he also is on the editorial boards of a number of other scientific journals. In 2003-2020, he was Member of the UN Committee on the Elimination of Racial Discrimination, and Chairman of the Committee from 2012 to 2014. Since 2014, he has been an expert of the Moscow Mechanism of the OSCE. Since 2021, he has been Member of the Advisory Committee of the Council of Europe on the Implementation of the Framework Convention for the Protection of National Minorities. As the Personal representative of the OSCE Chairman-in-Office on combating racism, xenophobia and discrimination against Christians and representatives of other religions, he worked in Switzerland (2014) and Serbia (2015). He is author of more than 380 scientific papers. Research interests: constitutional and municipal law, electoral law, international law.

Natalia Bogdanova

Doctor of Sciences in Law, Associate Professor, Professor of the Department of Constitutional and Municipal Law, Faculty of Law, Lomonosov Moscow State University. She is author of more than 70 scientific papers, as well as a member of the Dissertation Councils of Moscow State University and VSU (RPA of the Ministry of Justice of Russia). Research interests: theory and history of constitutional law, the doctrine of the constitution, the constitutional and legal status of the individual, human rights, the main problems of the organization of state power.

Alexander Vashkevich

PhD in Law, Professor at the European University for the Humanities, Vilnius, Lithuania, and Visiting Professor at the Regional Master’s Program on Human Rights and Democratization in the Caucasus, Yerevan, Armenia; retired Judge of the Constitutional Court of the Republic of Belarus. Since 2006, he has been a member of the OSCE/ODIHR Council of Experts on Freedom of Assembly and co-authored the joint publication of the OSCE/ODIHR and the Venice Commission of the Council of Europe “Guidelines on Freedom of Peaceful Assembly”. He has more than 130 scientific publications. His research interests include issues of constitutional law and international law, as well as human rights.

Elena Gritsenko

Doctor of Sciences in Law, Professor of the Department of Constitutional Law, Faculty of Law, St. Petersburg State University; member of the European Club of Local Government Experts. She is a member of the editorial board of the scientific journal Law Enforcement, as well as the editorial board of the Academic Law Journal. She has authored more than 150 scientific papers. Her research interests cover comparative law, as well as various problems of constitutional, administrative and municipal law.

Alexey Dolzhikov

Associate Professor of Constitutional Law at St. Petersburg State University (Russia), candidate of Legal Science (Ph.D in Law). Since 2011, he has been participating in the drafting of hypotheticals for the Moot Court Competition on Constitutional Justice Crystal Themis for students’ teams of law schools, being an expert of the Competition. Since 2016, he is a member of the Federal Curriculum association on jurisprudence under the Ministry of Science and Education of Russia. His field of expertise is constitutional adjudication, constitutional rights, international law, legal education.

Irina Kenenova

PhD in Law, Associate Professor of the Department of Constitutional and Municipal Law, Faculty of Law, Lomonosov Moscow State University. She is author of numerous publications and several training courses on jurisprudence and constitutional law in Russia and foreign countries. She has participated in a number of research projects. Research interests: problems of comparative constitutional law and the theory of constitutional law, the institute of the presidency, constitutional responsibility.

Anatoly Kovler

Doctor of Sciences in Law, Professor, Honored Lawyer of the Russian Federation, head of the Department of International and European Law at the Institute of Legislation and Comparative Law under the Government of the Russian Federation. From 1998 to 2012, he was Judge of the European Court of Human Rights. He is a member of the editorial boards of the scientific journals International Justice, Human Rights. The practice of the European Court of Human Rights and others. He is corresponding member of the International Academy of Comparative Law, member of the International Association of Anthropology of Law and other scientific societies, as well as a substitute member of the Venice Commission of the Council of Europe from the Russian Federation. He has authored more than 200 scientific papers. Research interests: international and European law, human rights, comparative constitutional law, anthropology and ethnology of law.

Mikhail Krasnov

Doctor of Sciences in Law, Full Professor at the National Research University Higher School of Economics. He works as a research professor at the Faculty of Law of the Higher School of Economics. He is a member of the editorial boards of the journals Issues of State and Municipal Management and Law. Journal of the Higher School of Economics. He is author of more than 180 scientific and educational publications, as well as more than 190 publications in the press. Research interests: theory of the state, constructions of public power, human rights, moral foundations of modern law, Christian principles of state, theory of legal responsibility.

Renata Uitz

LL.M, SJD, Professor, Royal Hollway University of London. Her research interests include the theory and practice of effective governance during and after the transition to democracy in various States, as well as the role of the courts in shaping the subject of constitutional law. She is the author of more than 30 scientific papers in English, Hungarian and Russian.

Stephen Holmes

PhD, Professor of Law and Research Director of the Center for Law and Security at New York University, New York, USA; full member of the US Academy of Arts and Sciences, winner of the John Porter Prize for Research in the Humanities. He is author of numerous scientific publications. His research interests include the theory of democracy, the history of liberalism, the constitutional development of post-communist societies, and comparative constitutional law.

Ilya Shablinsky

Doctor of Sciences in Law, Independent Expert. Until 2019, he was a member of the Presidential Council for the Development of Civil Society and Human Rights. He is author of a number of publications in the media and scientific publications on the issues of electoral and constitutional law. His research interests cover the following areas: constitutional law, theory and history of the state, the evolution of the Russian mechanism of checks and balances, the constitutional basis for the development of corporate legislation in Russia.

András Sajó

Professor of Law, member of the Hungarian Academy of Sciences,  member of the American Institute of Law. From 2008 to 2017, he was Judge of the European Court of Human Rights, from November 2015 until the end of his term: Vice-President of the Court. His research interests include human rights, philosophy and sociology of law, comparative constitutional law, and international and comparative environmental law.
